Born in the Western Highlands of PNG,Toea never attended school and cannot read or write, and speaks only Pidgin English. She came to the attention of the PNG Athletic Union in November 2003 when the PNG Sports Commission staged a "grass roots" Games in Goroka. PNGAU President Tony Green noted her performance in the 400m and invited Toea to attend two national training camps in 2004 but she remained a village girl with no access to training facilities until October 2004. "It was at that point that we took her on board with a full time scholarship" said Green. Toea is now one of a group of eight female athletes living and training in Goroka under the care of the PNGAU. "What is so remarkable about Toea is that she has reached such a high standard with only a few months of proper training",said Green. "We are very excited about her potential".
